Abstract: As an important component of urban public space, urban green space functions to assist in coping with climate change, improve the urban thermal environment, and provide leisure venues. The construction of urban green space faces a complex dilemma: the arrangement of green space values "quantity" over "quality", causing a deficiency of scientificity and systematicness in the green space system. Green space construction under the guidance of a single specialty cannot consider the comprehensive value of technicality and the environment. Different participants also have different views on the value of green space construction based on their own interests. It is thus necessary to propose a comprehensive solution to multi-scale, transdisciplinary, and multi-agent urban green space construction.
  Based on a literature review and case review, the concept of "smart planning and building" which has been applied in large-scale public buildings and urban design was introduced to explore the technical strategies for green space construction in the C2 unit in the starting area of Pearl Bay Nansha, Guangzhou in the context of increasing complexity of urban development. This concept is chiefly concerned with systematic decision-making and connects planning at different levels by viewing the city comprehensively. Secondly, it combines interdisciplinary engineering elements and forms comprehensive solutions by intensive selection of appropriate engineering methods and techniques. Finally, it emphasizes dynamics of "design-implementation" and realizes feedback and optimization by combining a control system with appropriate elasticity and flexibility. With the core principle of systematic, rational engineering and dynamic thinking, it promotes the improvement of comprehensive efficiency in urban areas by coordinating resources and involved parties. 
To address problems including lack of green space system design, increasing green space design difficulties in implemented municipal projects, large scale and irregularly shaped plots, and poor green space control efficiency in C2 Unit, this concept promotes the reasonable layout of a trans-scale green space system, guides collaborative negotiation and construction of multiple competent departments, professions, and neighboring plots, and thereby improves road network density, urban green space area, and the public space system in C2. 
  With the concept of smart planning and building, it is crucial to focus on coordination of different urban scales and systematicness of urban green space planning and design. It suggests connecting the planning of blue-green spaces at different scales, and examining the rationality of green space layouts at various levels of regions, blocks, and plots to form a continuous and effective ecological landscape pattern. By viewing urban green space construction as a comprehensive superposition of planning and engineering, the concept forms a comprehensive solution covering both horizontal and vertical aspects that advocates for multi-disciplinary cooperation in planning, transportation, municipal systems, and other fields. It also facilitates the collaboration of involved parties, proposes a common goal of improving public profits and environmental quality, changes the top-down, "one-way" implementation of plans, and negotiates the needs of all involved parties dynamically. Finally, it promotes the quality construction of urban green spaces.

摘要: 针对我国城市建设面临的复杂挑战,为城市绿地这一重要城市公共空间的塑造提供跨尺度、跨专业、多主体的综合解决策略。梳理国内外相关文献研究及实践案例,引入“精明营建”理念,并以广州南沙明珠湾起步区C2单元的营建实例为说明对象:通过精明营建理念的介入,引导绿地系统的多方协商共建,促成了跨尺度绿地系统的合理布局、城市绿地面积的增加、公共空间格局的优化。城市绿地的塑造需关注尺度、专业、主体协同,并结合系统性设计与管控、多专业工程叠加与耦合、非“单箭头”模式的多方协作商讨,推动城市绿地综合效益的提升。
