Abstract: Urban development is more than simple urban expansion. In the context of New-type Urbanization, urban development needs to integrate the urban and the rural, to connect productivity and livability, to reduce resource consumption, to conserve ecological environment, and to boost harmonious development. This article explores urban design strategies for the mountainous towns under the background of New-type Urbanization. It suggests that urban design needs to change from an objective-oriented process to a problem-solving process, the process also needs to adapt to pluralistic values and public participation, the operating mechanism needs to pay more attention to detailed environment, and thus these constitute the basic framework of urban design.
