摘要： 实效性是城市设计从技术走向实施的关键，本文概述了深圳在城市设计实效性方面存在的问题，提出土地使用与空间形态一体化的总体策略，对规划编制、技术法规和设计管理中空间形态要素的建立提出了具体的对策建议。

Abstract: The effectiveness is the key point for urban design to develop from technical proposal to implementation. The article discusses the issue about the effectiveness of urban design in Shenzhen. It proposes the overall strategy on the land use and the integration of spatial form, raises specific suggestions for the establishment of spatial morphological factors in planning, technical regulations and management.
