Abstract: Implementation of the rural revitalization strategy is an important measure in solving major social contradictions in China. Reform of the existing rural housing land use system is important, especially with respect to the land use for homesteads and other land for development, in order to ensure the delivery of the rural revitalization strategy while increasing the income of farmers. The process of rural revitalization is difficult in less developed areas. This paper is a case study of Chongqing. The paper analyzes different reform modes for homesteads and identifies possible ways of reforming the existing rural construction land, with the aim of exploring one of the main factors limiting rural revitalization in China, namely, rural land use.

摘要: 实施乡村振兴战略是解决我国当前社会主要矛盾的重要举措。进行宅基地制度改革,盘活农村存量建设用地尤其是宅基地,保障乡村振兴的用地问题,是实施乡村振兴战略、增加农民收益的重要环节。欠发达地区是当前乡村振兴的重点和难点地区。文章选择重庆这一欠发达地区作为研究区域,分析不同的宅基地改革模式,提出了针对现有乡村建设用地进行改革的可能方式,探索解决中国乡村振兴的主要制约因素之一——农村土地利用问题。
