A Study of the Epidemic Control of Community Access under the Concept of the Flexible Living Circle: Taking the Heping District in Tianjin as an Example

Abstract: After the outbreak of COVID-19, the construction of public-health prevention-oriented community-living circles became a vital part of community governance. The travel and service capacity of traditional community-living circles under COVID-19 changed significantly. As a result, the original configuration is out of balance and urgently needs to be updated for a response. In the future, China's cities will enter a new stage of adapting to normalized epidemic prevention and control. The repeated switching between normal and epidemic states will also bring new challenges to developing and operating community-living circles. To adapt to the development needs of the multi-stage transition between normal and epidemic, community access under the direction of a flexible community-living circle is selected as the research object. The research focuses on the flexible change relationship between the opening and closing of community access in multi-stages of normal and epidemic states of the community-living circle, exploring access control under the operation of epidemic prevention and control. 
  The study firstly analyzes the performance of the flexible living circle in normal and epidemic phases in terms of service access and accessibility. It constructs a relatively complete theoretical system of the flexible community-living circle. Then the main functions of access in normal and epidemic phases are discussed; the influence of access control on the changes of "access to facilities" and "accessibility to space" of the living circle is analyzed from the functional perspective; and the relationship between the flexible community-living circle and community access is elaborated. 
  At the level of empirical research, 327 communities in the Heping District of Tianjin are selected for the study. First, the study focuses on the relationship between access control and the flexible change of community-living circles in normal and epidemic phases and analyzes these from three aspects: the change in accessible area of a living circle in normal and epidemic phases, the correlation between the area ratio of a living circle and the number of accesses in normal and epidemic phases, and the flexible change law of a living circle under a different number of open and closed accesses. Secondly, the types of 509 openable accesses are classified, including 163 safeguarded accesses, 171 transportation-type accesses, and 175 comprehensive accesses. In the strict control phase of the epidemic, the optimal opening point of a single access is selected from the perspective of prioritizing the supply of life-support facilities, and safeguarded accesses are identified. In the normalized control phase, transportation-type and comprehensive accesses are identified from the perspective of traffic priority and revitalization. The development strategy of access classification can ensure the convenience and efficiency of each community's living-circle service and the effective prevention and control of the epidemic in the normalized phase. 
  The conclusion summarizes the quantitative laws between the flexible community-living circle and community-access control. A specific community-access control model in the post-epidemic era is constructed, and optimization strategies are proposed in terms of space management and flexible space utilization based on the specific problems of access control and settings in the epidemic in Tianjin. In future, urban communities in China may continue to operate in a state of prevention and control of outbreaks, with the normal and epidemic state switch, combining flexible thinking and control strategies, becoming normalized. The study will continue to explore the construction of flexible spaces from the perspective of epidemic prevention to provide more references for the governance of community-living circles and create people-oriented, high-quality life in the post-epidemic era.

摘要: 新冠疫情爆发后,适应公共卫生防疫导向的社区生活圈建设成为社区治理的重要环节。为适应平疫多阶段转换发展需求,以构建平疫多阶段的弹性社区生活圈为导向,重点聚焦公共卫生防疫视角下的小区出入口调节管控问题。以天津市和平区小区出入口为实证研究对象,解析了平疫多阶段出入口管控与社区生活圈弹性间的变化规律,测度了疫期、常态化时期不同导向需求下的出入口最优开放点位。最后,根据测度结果,建构了平疫全周期多类型小区出入口管控模式,从出入口场地管理、弹性空间利用等方面对未来弹性社区生活圈规划建设提出了思考与建议。
