Analysis of the Revision of Physical Activity Indicators in the US Healthy Building Evaluation Standards

Abstract: Urban construction in China is transforming from rough development to refined governance. Its optimization of the built environment, by promoting physical activities, has become a key direction for the physical and mental health of residents. For this reason, it is of great significance to facilitate the implementation of the "Healthy China 2030" plan. Based on the analysis and research of US healthy building evaluation standards, indicators that facilitate physical activities were analyzed comprehensively, and sub-indicators were formulated. 
  Firstly, the study carried out a comprehensive analysis of existing studies and research results. It found that most studies are summaries of strategy frameworks. They have a single research perspective and pay less attention to the human-oriented perspective. Besides, there is a lack of a comprehensive and refined review of specific sub-indicators that promote physical activity, and no complete indicator framework has been formed yet. US healthy architectural development has experienced four stages, namely, initial cognition, green building movement, concept emergence and development, and application. As WELL building standards and Fitwel evaluation standards have been developed at critical nodes, their development and updating were investigated. Concerning indicator categories and article ratios, acoustic environment, community, and materials have been added to the WELL building standards. 
  Moreover, indicators of the fitness category have been supplemented, and scores of indicators that promote physical activity have increased from 8% to 11.2%. The indicator categories and sub-indicators were adjusted in the Fitwel evaluation standards. The indicators promoting physical activity account for 56.06% of total scores. According to the analysis of indicators promoting physical activities in two WELL building standards and Fitwel evaluation standards, indicators promoting physical activities take the dominant role in the two evaluation systems. This reflects that healthy buildings are paying increasing attention to factors beyond physical activities. It also emphasizes the importance of physical activity in healthy building evaluation. A quantitative study of the above evaluation system and the literature was used to determine that promoting physical activity has crucial academic significance to human health and well-being. 
  Finally, the study proposes a complete sub-indicator framework that promotes physical activities. This sub-indicator framework uses leisure-type physical activity and traffic-type physical activity as level-1 indicators and uses functional features, spatial attributes, environmental attributes, and traffic features as level-2 indicators. It covers 38 level-3 indicators. As a result, corresponding strategic guidelines based on level-3 indicators were proposed. 
  The study put forward a sub-indicator framework that promotes physical activities based on human-oriented health demands, facilitating the introduction and development of physical activity promotion in evaluation standards. The framework helps designers and evaluation tool makers to better understand and implement design strategies promoting physical activities. The study also emphasizes the necessity of introducing physical activity indicators into healthy buildings to meet people's pursuit of higher-level health needs and promote social attention to healthy buildings. 
  However, research studies are limited within the existing literature and case studies, which may not cover all influencing factors of healthy building design completely. Future studies can be expanded to more cases and regions to verify and enrich the applicability and comprehensiveness of sub-indicator frameworks. Additionally, this article pays more attention to the evaluation standards of healthy buildings and theoretical studies of design strategies. More empirical studies on practical applications are needed.

摘要: 我国城市建设正由粗犷式发展向精细化治理转型,以促进体力活动为导向的建成环境优化成为改善居民身心健康的关键方向,对推动“健康中国2030”规划落地意义重大。然而,目前我国健康建筑评价标准中的体力活动指标尚未厘清。通过追踪美国健康建筑评价标准的修订情况,从评价标准指标大类的条文数量、分值配比、细分指标更新等方面研究体力活动指标的变化情况,并综合相关文献从功能、空间、环境、交通4个维度提出促进体力活动细分指标。该细分指标为促进体力活动评价体系的构建提供基础性指导,为进一步完善中国健康建筑评价标准提供参考依据和理论基础。
