Discussion of the Core Issues of Special Planning of Industrial Land: A Case Study based on Changsha

Abstract

Abstract: Currently, the special planning of urban industrial land is a statutory process based on the "five levels and three categories" system of national land space. It is important to coordinate the industrial development pattern of the city and promote the high-quality development of the manufacturing industry. The core problem lies in the quantitative determination of index distribution and spatial layout of industrial land in the city. Following theoretical studies and practical operations were carried out in the following study.
　　Three levels of industrial planning were organized through theoretical research review. Moreover, differences between special planning procedures of industrial land and other industrial planning procedures were explored. This emphasized that the core problem in special planning for industrial land is determining the index distribution and spatial layout quantitatively. The technological method is to determine industrial land indexes and delineate the control line of industrial land based on comprehensive evaluation in the park.
　　With respect to practical operation, special planning for industrial land in Changsha (against the background of national land spatial planning) was chosen for the case study. In this case study, the technical route of industrial land use status, engagement with industrial system plans, demonstration of urban industrial land scale, distribution of industrial land use indexes in the park, and delineation of the control line of urban industrial land was reviewed and studied. Specific practices in industrial land index distribution and delineation of control lines in Changsha were elaborated. Meanwhile, corresponding technological methods and specific operational process were summarized and extracted. It concluded that industrial land use indexes in parks in Changsha shall be determined by combining comprehensive evaluation in parks and industrial land construction status. The control of industrial land in Changsha is delineated according to the 3-level system of industrial base, industrial community, and scattered industrial land.
　　This study further demonstrates the importance of collaborative formation of special plans and national land overall plan. It provides empirical references to formation of special plan of urban industrial lands.

摘要： 为推动工业用地专项规划与总体规划协调编制，构建全市产业发展格局，推动制造业高质量发展，定量确定全市工业用地的指标分配与空间布局是亟待解决的其核心问题。以国土空间规划背景下的长沙市工业用地专项规划为案例，采用案例分析和综合评估等方法，得出了工业用地指标分配与城市工业用地控制线划定的长沙方案，为国土空间规划体系下的城市工业用地专项规划编制提供参考。
