Abstract: In the new era, it will be the key for Guangdong Province to overcome the imbalance between urban and rural development to offset shortcomings of rural human settlement environment and rural construction. In the present study, an "integration" pattern to solve the current problems of rural construction and related development was investigated. In addition, a series of innovative methodologies to improve the efficiency of each session and optimize the quality of construction and enhance the multi-party co-constructionwas established. Based on theoretical research and related practice, core connotations of the "integration" pattern were summarized and its necessity and feasibility were illustrated. Centered at three integration principles of "project promotion, action process and fund utilization", research contents on the "integration" pattern, such as, organization, key technologies and policy supports were elaborated from the perspective of methodologies by combining with the author and the research team's overall planning practice of "Pilot of Planning-Construction-Management Integration of a Provincial New Socialist Demonstration Country" in Wengyuan County, Shaoguan City since 2017. According to practice of the "integration" pattern in Pearl River Delta and other regions in Guangdong, the study further summarized experiences and reflections on policy construction, environmental management, fund use, talent cultivation and industry development. Research conclusions can provide references to rural construction in Guangdong Province and even around the whole China.

摘要： 补足农村人居环境短板、建设生态宜居美丽乡村将成为新时期广东破解城乡发展不平衡的关键所在。文章拟研究一套有效破解广东乡村建设发展困局的 “一体化”模式，建立一系列有效提升各环节衔接效率、优化整治建设品质、促进多方共建的创新方法论。根据相关理论研究和实践探索，对“一体化”模式的核心内涵进行归纳，就其必要性和可行性进行阐述。进而围绕“项目推进、行动流程、资金使用”三个一体化的核心理念，结合笔者及研究团队自2017年以来在韶关市翁源县“省级社会主义新农村示范村规划设计建设运营一体化试点”的整县统筹实践，从方法论层面对“一体化”模式的工作组织、关键技术、政策支撑等研究内容展开论述。最终根据“一体化”模式在粤北欠发达地区以及珠三角发达地区乡村的推广实践检验，系统总结其在制度构建、环境治理、资金使用、人才培养、产业发展等方面的经验和反思，旨在为广东乃至全国建设生态宜居美丽乡村提供借鉴。
