Abstract: Analysis of the current condition of existing public buildings, which are characterized by large scale, high energy consumption, poor indoor environment and low overall disaster prevention performance, has determined that implementation of comprehensive performance improvement and transformation is imperative. This comprehensive performance improvement for such large-scale existing public buildings must be supported by scientific, rational and operable top-level design and road map guidance. Based on the current situation and long-term development necessity, this paper analyses the influence of policy, economy, society, technology and market on compilation of the road map and puts forward the research ideas on road map construction supported by the trinity of objective status, evaluation hierarchy and policy orientation. Finally, a strategic path for the comprehensive performance improvement of existing public buildings is compiled, which covers the target setting, path design, transformation focus, and safeguard mechanism.

摘要: 我国既有公共建筑存量大、能耗高、室内环境较差、综合防灾性能较低的客观现状决定了实施既有公共建筑综合性能提升改造刻不容缓。推进量大面广的既有公共建筑综合性能提升改造离不开科学、合理、可操作性强的顶层设计与路线图指引。论文立足当前现状,着眼长期发展,分析了政策、经济、社会、技术、市场对路线图编制的影响,提出了客观现状、评价分级、政策导向三位一体协同支撑路线图构建的研究思路,形成了涵盖目标设定、路径设计、改造重点、保障机制的既有公共建筑综合性能提升改造路线图。
