摘要： 快速城镇化时期，控规编制、实施体系已难以适应城市发展需求，控规调整逐年增多并呈普遍化态势，成为城市规划管理难题。简政放权背景下，问题尤为突出。文章针对控规调整系列问题，提出了优化规划管理事权、开展规划编制委托合作、建立多部门参与体系、实施控规调整动态更新等4项举措。宜昌五龙片区实践表明，该方法在降低成本、提升效益的同时，保障了其科学性和系统性，具有一定的借鉴意义。
