Abstract: As a vibrant youth group, college students are an important new force for the future development of the country; hence, promoting the health development of college students is of great importance. However, university students show unsatisfactory overall health status at present due to poor lifestyles and the poor health design of campus spaces. So far, international theoretical research and practical results have demonstrated that health promotion is an effective strategy to improve the overall health of a given population.
　　Based on this background, the study firstly traced and organized theories related to health promotion, clarified the research perspective, and summarized the health-related elements of environmental design into four levels: built environment, perceived environment, natural environment, and social humanistic environment.
　　Secondly, the necessity of introducing the health promotion concept into research on campus design was proposed by reviewing associated studies, and a campus health promotion model was proposed with reference to the social ecology model. Moreover, the campus design was divided into the above four levels to disclose the action mechanisms of different environmental elements on population health. For example, the built environment supports frequent healthy travel behaviors through a compact layout, high-efficiency transportation, sound architectural design, and so on. The perceived environment stimulates health behaviors by enhancing the comfort, safety, and attractiveness of the environment. The natural environment restores the mental state of people by creating healing natural landscapes. The social humanistic environment guides the public to improve their health awareness by providing a socially supportive environment. 
　　Finally, key points of university campus design from the perspective of health promotion were proposed by combining relevant theories and actual cases. For instance, a health-friendly built environment was created in the form of a compact campus layout with mixed functions, convenient and walking-preferential transportation, and open and connected campus buildings for walking guidance. A perceptual environment that stimulates healthy behaviors was created through a hierarchical activity space design, an activity space perceived as safe and comfortable, and an adaptive regional climate comfort. A harmonious natural environment was created by introducing abundant natural green landscapes and natural adaptation to landforms. A healthy and innovative campus environment was created by establishing a healthy humanistic atmosphere, cultivating personal health literacy, and perfecting the management of health services.
　　Macroscopically, this study responds to the national strategic direction of building a healthy China. Construction of a health-promoting campus environment has some practical significance in the present COVID-19 outbreak period and the future post-epidemic era. Theoretically, the health promotion theory and campus design were combined by using a multidisciplinary research method. It supplements theoretical studies on healthy living environments in China. In view of practice, key points of campus design from the perspective of health promotion were proposed, which provides practical guidance for the optimization of existing universities and future construction of university campuses based on health promotion.
