摘要： 如何保护利用历史城区的建筑与文化资源，从博彩之都向世界旅游休闲之都转型，是澳门历史城区各种发展规划的重点。本研究以游人分布的视角展开调研，通过研究找到澳门历史城区活化的重要依据：游人分布的两个重要影响因素，并以此因素为活化规划的依据，规划推出两个高等级的大型旅游项目，作为这片历史城区近期发展的策略，目前来说这是政治经济和社会的阻力最低方案。

Abstract: The most important and thorniest task of the development of the Historical Cultural Blocks in Macau is how to transform it from the gambling city to the international tourism and leisure city by protecting and utilizing the local architectural and cultural resources. The research found out that two factors that influence the distribution of pedestrians flow in the historical district the most, by site-specific investigations. Based on the analysis result, two high-level tourism projects, that have the lowest resistance at present, are proposed as the effective development strategies of Macau.
