Abstract: Historical and cultural districts represent the most intact preservation of urban historical landscapes and the most concentrated areas of historical resources. Although they vividly reflect cities' profound historical and cultural heritage, they are regions with the most complicated property rights, architectural styles, and other elements. Currently, China places significant emphasis on protecting and inheriting historical and cultural heritage, advocating for comprehensive spatial coverage and inclusion of all key elements. A data sharing and dynamic maintenance mechanism is also established. However, issues such as inefficient management of existing data, the lack of coordination and feedback across planning, design, and implementation phases, insufficient collaboration among professional teams, and fragmented departmental management persist in the "planning-construction-management" processes of historical and cultural districts. These challenges severely hinder the preparation of planning and design within these districts and the overall protection and inheritance of historical and cultural heritage.
  The development of digital and intelligent technologies offers new perspectives for addressing these challenges in the "planning-construction-management" processes of historical and cultural districts. Although research on digital technology applications in cultural heritage protection has formed a preliminary theoretical framework, deeper and broader exploration is needed. Moreover, there are limited practical applications. First, existing studies primarily focus on the construction of large-scale urban platforms and modeling or assisted design of individual buildings, with limited exploration of digital transformation across various scales. Second, existing studies emphasize independent phases of planning, design, construction, and management, lacking a full-cycle application perspective. Finally, the depth of existing research has largely been confined to digitally assisted decision-making, with insufficient exploration of pathway design for public participation.
  Based on requirements for historical and cultural heritage protection and the trends of digital transformation, this study built an early stage, unified practical database based on GIS, BIM, and CIM platforms through the digitally empowered "planning-construction-management" full cycle. This database was applied to integrate multiple data and provide a foundation for interdisciplinary collaboration. In the mid-term, a collaborative multi-professional platform was built to streamline the "planning-construction-implementation" processes. In the late stage, a unified digital governance platform for government departments is proposed to realize data sharing and decision-making support. Eventually, a "planning-construction-management" full-cycle digital control method for historical and cultural districts was developed, which effectively improved the protection and governance efficiency of historical and cultural districts. Finally, a case study based on the practice of Sun Wenxi Historical and Cultural District was carried out to deduce the application advantages of the digital control method. Results can provide references for full-cycle digital governance of similar historical and cultural districts. 
  This study further expands the application of digital intelligence technologies to the field of historical and cultural heritage protection. In the future, it is expected to support project implementation and realize refined full-process control under the assistance of machine learning and algorithm optimization. This will promote broader social participation, improve residents' quality of life, further simplify governance processes for general districts within historical urban areas, and ensure sustainability in protecting historical and cultural districts.

摘要: 针对当前我国历史文化街区“规-建-管”中存在的现状数据管理低效、规划-设计-实施环节缺乏传导校核及专业团队协作不足、部门管理条块分割的问题。通过数智赋能“规-建-管”全周期,基于GIS、BIM、CIM平台,搭建统一的底图底数、规划-设计-实施多专业协作平台、政府部门统一数字化治理平台,建立历史文化街区“规-建-管”全周期数字化管控方法。通过孙文西历史文化街区实践,推演数字化管控方法的应用优势,为同类型历史文化街区全周期数字化管控提供参考。
